TLDR version (and yeah, I know, this one actually needs a TLDR itself, but it is a bit complicated with CWDT, so that is as short as it gets)
- level of CWDT doesn't matter other than how much damage you need to take to cast the spell and if the spell can be cast at all, as CWDT has a level requirement for the triggered spells
- same level CWDT, different level spells works
- different level CWDT with different level spells works
- same spell different levels multiple times in the same CWDT doesn't work
- same spell same levels multiple times in different CWDT doesn't work
- there is a specific order in both the sockets within an item and the items within your equipment, in which the spells are cast.
so for your question: you can have three CWDT with three discharges, as long as all discharges are different levels, all three will be cast, however, they will be cast in order depending in which gear slot they are socketed (the last point in my list).
the three CWDT don't need to be different levels, they can be all three the same level, however the three discharges need to be of different levels.
edit: and in order for the second (and third) discharge (according to the order of the gear slots in which they are socketed) to do anything, you need to be able to generate charges after the first (and second) discharge went off. if you can manage this, it should be possible. otherwise I'm not sure if they trigger at all, and if they do, they most likely won't do any damage, as there are no charges.
